Who is a Refugee?

Refugees, also known as non-refoulement claimants or asylum seekers until obtaining their refugee status, are individuals who have fled away from their own countries due to violence, war, conflict or persecution. Hong Kong currently has 14,000 asylum seekers who rely on the subsidy of the government to support their lifestyle. In regards to housing, the government gives HK $1,500 each month for each adult and half of the amount for a child which is paid directly to the landlord. For reference, the average monthly in Hong Kong is approximately HK $5,000 for 132 square feet.

The household gets HK $1,200 for food, and $300 for utilities on a monthly basis to spend on an e-card. They get HK $200 to $300 per month in cash for transport. Often these refugees are misunderstood by the local community, and struggle to afford a lifestyle in an expensive city.
